The United States Department of Justice (DOJ) has seized over $7.7 million in cryptocurrency allegedly laundered by North Korean IT workers using stolen U.S. identities. The civil forfeiture complaint filed in the District of Columbia reveals a sophisticated sanctions-evasion network aimed at funneling funds back to the regime in Pyongyang.

According to the DOJ, North Korean nationals posed as remote IT contractors for companies in the United States and elsewhere, generating hard-to-trace crypto income. The funds, frozen as part of an ongoing investigation, were allegedly coordinated by individuals like Sim Hyon Sop, a Foreign Trade Bank representative working with the IT operatives.
The North Korean workers employed complex laundering techniques, including the use of fictitious identities, “chain hopping” between blockchains, token swaps, and even purchasing NFTs to disguise value transfers. The cryptocurrency was rerouted through intermediaries, such as Kim Sang Man, the CEO of Chinyong, a North Korean IT company linked to the military.
The FBI, leading the investigation, uncovered the deployment of North Korean operatives in countries like China, Russia, and Laos. These workers used U.S.-based laptop farms and VPN obfuscation to conceal their true locations, deceiving American companies into paying them in cryptocurrencies like USDC and USDT.
This latest seizure underscores the North Korean government’s exploitation of the cryptocurrency ecosystem to fund illicit priorities, as stated by Matthew R. Galeotti, Head of the DOJ’s Criminal Division. The Department is committed to using all legal tools to safeguard the cryptocurrency ecosystem and prevent North Korea from benefiting from ill-gotten gains in violation of U.S. sanctions.
