In a bid to protect the critically endangered North Atlantic right whales from lethal vessel strikes, NOAA’s National Marine Fisheries Service has announced an advance notice of proposed rulemaking to gather information that could lead to the modernization of existing regulations. The move aims to strike a balance between conservation efforts and economic activities that rely on maritime commerce.
Under the current 2008 vessel speed rule, most vessels measuring 65 feet or longer are required to travel at speeds of 10 knots or less in Seasonal Management Areas along the U.S. East Coast during specific times of the year. This regulation is designed to reduce the risk of serious injury or death to North Atlantic right whales in the event of a collision with vessels.
NOAA Administrator Neil Jacobs emphasized the importance of adopting modern technologies to support American industry while promoting efficient and effective regulations. The agency is actively exploring new technologies, engineering approaches, and advanced tools to minimize the risk of vessel strikes and protect endangered North Atlantic right whales.
The North Atlantic right whale population currently stands at approximately 380 individuals, with an increase of around 20 individuals since 2020. Despite this slight growth, the population remains perilously low, with only about 70 reproductively active females. NOAA Fisheries declared an Unusual Mortality Event in 2017 due to elevated deaths, underscoring the ongoing threats faced by these majestic creatures.
The public is encouraged to submit comments and feedback via the Federal Register until June 2, 2026, to inform potential revisions to the vessel speed regulations. By engaging industry experts, coastal communities, and other stakeholders, NOAA aims to develop regulations that strike a balance between conservation goals and economic interests.
The initiative reflects NOAA’s commitment to leveraging technology and scientific expertise to protect endangered species while supporting sustainable economic activities. By harnessing innovative solutions and public input, the agency seeks to ensure the long-term survival and recovery of the North Atlantic right whale population.
